Can’t add new RBAC role when no library/course exists for an organization #404
Currently, administrators are unable to add or assign a new RBAC role for an organization if that organization does not have any existing content libraries or courses. The action fails unless at least one library/course is present in the organization.
Expected behavior
The system should allow Course Admin and Django Staff/Superuser to successfully add and manage RBAC roles for an organization independently of its content. Role creation and assignment should work seamlessly, regardless of whether content libraries/courses have been created for that organization yet.
Actual behavior
In the UI, you cannot assign a role at the organization level unless at least one course or library has been created.
Steps to reproduce
Log in as a Course Admin or Django Staff/Superuser.
Create a new organization if you don't have one.
Go to the Admin Console and try to assign an org-level scope for a library/course.
