Description:
App allows you to upload an avatar for a user without a date of birth.

Steps to reproduce:

  1. Create a new user.
  2. Go to profile
  3. Click on user avatar
  4. Upload any photo

Expected result:
Avatar uploading is only available for users over 13 years old and in full profile mode.
