In the commit msg please

I meant add this line literally, below the commit title (it tells us how to cleanup the commits during the rebase).
The commit title should just be [nrf noup] include: net: add SO_SENDCB to NCS extensions

My bad, I misunderstood, will fix. I converted the PR to draft for now, I will update this once the new modem library gets merged.
