This adds and integrates TabulatedAverageEnergy for a ReactionProduct.
The average reaction product energy will be useful for when we calculate heating numbers. It is also used as an alternative to LAW = 8 from MF26. LAW = 8 is the average energy transfer in an electro-atomic excitation event, and the average outgoing electron energy is simply equal to the incident energy of the electron minus the average energy transfer.
With a modernised NJOY, we want to make these average energy values available to users on a by reaction product basis, both on the ReactionProduct and the ProjectTarget level due to their potential usefulness to users.
