Adding more reading from endf files: LegendreAngularDistribution and LegendreAngularDistributions.
This adds the neutron reaction product for elastic in incident neutron files - but only if it uses Legendre ONLY.
The next step will be to add linearisation to LegendreAngularDistribution, with normalisation as NJOY2016 does (see subroutine ptleg2 in acecm.f90).
