PR adds tests for the ena_webin_cli module.

Tests both cases when params.webincli_submit is false (and thus runs in validate mode only) and when params.webincli_submit is true (and thus pushes to test server)

As part of this, I have amended the ena_webin_cli process to include a check for the validation string, but this can be in a separate PR if needed.

Addresses #5
