This PR closes #3 by switching to a docker-based action, allowing Repolinter to run with licensee, linguist, and github-markup support. In addition to this change, a magic string was added to the issue body to prevent out-of-order action runs from creating multiple issues, and the npm dependencies were upgraded to the latest versions.
