Relevant information

The OpenTelemetry Collector publishes internal telemetry that helps users understand its health and performance. These are Prometheus metrics and are the basis for the OTel Collector entity definition. By creating an OTel Collector entity, customers can view the performance of individual collectors, alert off of golden signals, build workloads, etc.

The definition in this PR assumes the customer is running the OTel Collector in a Kubernetes Cluster.

I have found some errors processing these changes:

* Error VALIDATING domainType: 'EXT-OTEL_COLLECTOR' on synthesis - Exception: No entity matches 'EXT-OTEL_COLLECTOR' synthesis rules for the given test data: 'OTelColMetric.json file - #1' data point. Please review test data and synthesis rules.
