Task 3 Milestone release

With this Release, Task 3 is complete:

• Improved rdig tool with E2E data validation option
• Prototype RAINS servers based on CoreDNS
  • recursive resolver
  • authoritative name server)
• Step by step toy example included

Note that this is still intentionally marked as a pre-release, even though basic functionality is working as expected.
