Copy the PyPI readme into the Docker image - #34

pyproject's readme moved to docs/PYPI.md, but the image only copied DOCUMENTATION.md and INVENTORY_REFERENCE.md, so hatchling stopped the wheel build with 'Readme file does not exist: docs/PYPI.md'.

The docs site PR moved the package readme from
docs/DOCUMENTATION.mdtodocs/PYPI.md, but the Dockerfile still copied onlydocs/DOCUMENTATION.mdanddocs/INVENTORY_REFERENCE.mdinto the image. hatchling validates the readme before it builds the wheel, souv pip install .in the final stage failed with "Readme file does not exist: docs/PYPI.md" and the image build broke on main. The image now copies
docs/PYPI.mdas well. A wheel built from exactly the files the image copies succeeds and contains the readme, the report's map engines and both documents the MCP server serves. The workflows and install scripts install from a full checkout and were not affected.
