Backports just the CodeQL trigger change from
main: addrelease/**to thepushandpull_requestbranch filters in.github/workflows/codeql.yml. The schedule and analysis jobs are unchanged.The repository ruleset requires CodeQL results for release branches, but
release/1.xdoes not currently trigger those scans. This should prevent the missing-results merge block encountered in #1944. Merging this also triggers a scan ofrelease/1.xto establish its baseline.
