fix pse_ctw1500 training error

Motivation

1. Change nn.ResizeBilinear to ops.interpolate since nn.ResizeBilinear is unavailable.
2. Before executing np.array, determine if the lengths of sublists are different, and if so, add the dtype=object parameter to adapt to the changes brought by Numpy 1.22.
