I believe this file is required for all GitHub repos so we should keep it.

@ddsilva-msft , I added the file back. Is the location ok or should I create the same file path docs->dundamentals->consent?

Thanks. I think that this is fine. We'd added the docs/fundamentals folder when we added more content to organize it effectively. Now that we no longer have much content, we can just have this file in the root folder.
