This PR adds a CITATION.cff file, styled after the one used for TensorFlow.
The paper used for the DOI is the ACM paper for mmDNN, which mirrors how other deep learning software projects use this feature.
Why is the valuable? It improves discoverability of the ACM paper for GitHub users, and makes it more likely that the correct citation will be used when the system is used in research (rather than just citing the GitHub URL).
