To start the Rails API, navigate to the code_comment_generator_api directory and run:
rails s
This will start the API server at http://localhost:3000.
To start the Client App, navigate to the code_comment_generator_client directory and run:
rails s
This client server is configured to listen at http://localhost:4567.

If you want to test the API without using the client app send a POST request to the /comment endpoint with the following JSON payload:
