[minor] Fix imports for localstack_cli standalone package; re-enable CI for aws-proxy#133

LocalstackCli, LocalstackCliPlugin, and pro.core.* modules were moved from localstack.cli/localstack.pro to the localstack_cli standalone package (see localstack/localstack#13704).
