Adaptive interruption previously depended on aligned STT word timestamps, which excluded otherwise compatible STT providers. Gate transcripts by local event time and VAD state, and centralize overlap verdict handling in the activity layer. This ports livekit/agents#6765 through
6207f6c1eand preserves transcript release behavior near agent-speech boundaries.Addresses AGT-3235
