Add disabled specific tool tip messages to DimensionFilters and Group By icons in ACLP-Metrics dashboards

Changes 🔄

• When there are no dimension options, the Dimension Filter icon tooltip now reads "No dimensions available for filtering" instead of "Dimension Filters".
• When there are no group-by dimensions (or they are loading), the Group By icon tooltip now reads "No dimensions available for grouping" instead of "Group By".
• Tests are updated/added to cover both new disabled-state tooltip messages.
• Additional test cases to cover the group-by icon in Widgets https://track.akamai.com/jira/browse/DPS-41508
