[CI][deps] bump k8s, CAPI, and CAPL, use latest for CAAPH

Bumps:

• CAPL 0.8.5 -> 0.10.8 (with Cilium 1.18.7)
  • Continues not to use a VPC for the dual-stack cluster e2e tests (ipv6 backends not supported in a VPC)
• Bump clusterctl + CAPI 1.8.5 -> 1.13.3
• Bumps k8s from 1.35.X to 1.36.2
