Jobs block each other that should not do so, and vice versa, we need to do something about it:

QC jobs are run before move_files_storage sometimes #31 (QC jobs run before move files)
Investigate "retire dataset" which is blocked and then cannot reactivate #44 (Retire dataset blocked cannot reactivate)
Move files before transfer is completed results in error #48 When move_dataset_storage has "not all files are arrived" it errors and blocks backup and rsync jobs of the files
