Need some overhaul on the job system to solve these:

QC jobs are run before move_files_storage sometimes #31
Job blocking timing issues #50
Add files to dataset does not wait for dataset operations #23
Move files before transfer is completed results in error #48
Rename dataset gets launched before convert mzml is complete, messing it up
