Updates the cpp-linter GitHub Actions workflow to pin
cpp-linter/cpp-linter-actionat v2.21.0 (cab1143a…) instead of v2.20.0. No other workflow steps orwith:inputs change; lint still usesstyle: file,files-changed-only: true, andversion: 15for Clang tools.Upstream v2.21.0 mainly drops Clang 11 support and raises the action’s default Clang version; this repo’s explicit
