(I don't have a strong opinion on networking in/out of scope, but I think these things should be aligned)

From my chat with @aojea, that could still be in scope without SIG-Network being involved. @aojea said it is similar to SIG-Network's stance on websockets for example.
@aojea correct me if we reached a different conclusion on that and we can drop the bullet.
