Mention cmdOptions.dry-run in the helm chart readme

Surface cmdOptions.dry-run value which can be set to prevent descheduler from making changes but still log what it would do.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
