Replace fix skips library consumers

High Severity

The replace directive for github.com/docker/cli (addressing GHSA-p436-gjf2-799p) won't propagate to downstream consumers. Since this is a published module, its replace directives are ignored, meaning consuming applications will still resolve the vulnerable v29.0.3+incompatible version.
