🌱 Update Kubernetes version to v1.33.3

Summary

This PR updates the Kubernetes version to v1.33.3. I ran hack/bump-k8s 1.33.3 for this. I also ran the various verify scripts and bumped the Go version in Dockerfile and .prow.yaml so that they don't error.
