romRequest command

The romRequest command is sent when features are enabled that require the ROM and the autotracker is not able to extract it on its own.

On receipt, Magpie will prompt the user to select the ROM they are playing, then send a rom command back to the autotracker.

Direction: autotracker -> Magpie
