Handle HTML API Responses in /ask

[google-labs-jules]

Implemented ParseToTelegramHTML to convert generic HTML from AI responses to Telegram-compatible HTML. Updated GetBibleAskWithContext to use this parser and enable HTML parse mode. Added unit tests for HTML response handling.
