Problem

The javabin-developer permission set says "Developer access scoped to team resources via ABAC", but SSO sessions carry no team tag, so its ABAC statements never match. Team access comes from javabin-team-<team>.

Change

Description and comment only. terraform/org is human-applied.

Verification

terraform plan in terraform/org: 1 in-place change (the description). Applied by hand after merge.

The ABAC statements never match because SSO sessions carry no team tag, so
the old "scoped to team resources via ABAC" description sent people to the
wrong permission set. Point them to javabin-team-<team> instead.
