Oh, this is a new vocabulary, so you wouldn't do a VEP, which is Sect 5.2 of VocInVO2 ("Updating Vocabularies"). What applies here is VocInVO2, Sect 5.1. <https://ivoa.net/documents/Vocabularies/20230206/REC-Vocabularies-2.1.html#tth_sEcA.1> ("New Vocabularies"). That is, you write the vocabulary (ideally as a CSV as per <https://ivoa.net/documents/Vocabularies/20230206/REC-Vocabularies-2.1.html#tth_sEcA.1>, but we can help you with that) and submit that to the semantics WG. The review happens as part of the review of the embedding document, so the vocabulary would become non-preliminary when your document reaches REC or EN. Thanks, Markus
