This is the jar-only project for the Basic JSP Webservice demo package. To actually use this jar, you will need the files and settings as shown in the basicjspws-demo project (see https://github.com/intercommit/basicjspws-demo, also includes a manual). Read the readme-dev.txt in this project on how to install this project.
