feat: No-Scan changes for html reports

Looks good! I particularly like the no-scan warning in the template. I feel like the pie graph may not be very useful, but I can't think of anything better to put there so let's leave it as is. I haven't checked the other PRs, but it would probably be useful for us to have a sample of a report somewhere that people could look at as part of the docs. For the HTML report, probably nicer to have it be a "live" html page rather than just a screenshot. Let me know if you need some help figuring out how to stash it in the docs.
