refs https://jsw.ibm.com/browse/INSTA-34297 - gcr.io got shutdown (CR) - we could theoretically use a migrated gcr.io domain, but that creates confusion in the future - we now use a real AR registry when testing images on GC (test) - base images only on icr.io
