We can reuse the same underlying storage and just create subslices, like bytes.Split() does.

Instead of adding all lines, then remove the junk ones and the too popular ones, refuse to add junk lines altogether and remove then cease adding popular lines as soon as they get popular.
This patch set covers both the strings and bytes implementatiosn.
