Pins one job in .github/workflows/release.yml to ubuntu-24.04 (the image it runs on today) instead of ubuntu-latest.

Closing: release.yml only triggers on release/* branches, none exist and the workflow has never run. CI on develop is already failing (tests on all three Rails versions, plus the CodeQL workflow YAML doesn't parse), so the repo needs attention well beyond a runner pin. Tracked in PLA-566.
