blueprints: rework one-time import #18074

Does everything aside from `In modal, add option to select example files or allow option to upload file

(this includes all the examples flow blueprints since they're bundled, won't have to download from docs anymore)`

@tanberry we'll need to review the phrasing in different places

Separate text when opening modal from blueprints/flows page
Change link to new blueprints docs website/docs: enhance blueprint docs #15984 when opening from blueprints
Add file-selector dropdown to pick server-side included example blueprints (on both)
