While we currently support exporting from the Jupyter viewers, one of the biggest missing features is the ability to select components for hover info like we can from Qt. This PR updates the Jupyter 2D & 3D scatter and image exporters to have a hover selection dialog. This also involved some refactoring of the base hover dialog to accommodate what we need for the Jupyter export tools.
