Description
When Spotlight is enabled but a DSN is not set the error handlers are never registered.
This PR solves that and also fixes no logs being emitted when Spotlight is active and successfully sending events which makes the debug log look like the events are discarded because no DSN is set even though the even is being sent to Spotlight.
