The check-ins spec at sdk/telemetry/check-ins.mdx is the canonical source for all cron check-in requirements. This removes duplicated hook requirements from expected-features/index.mdx and fixes a broken link in envelope-items.mdx that pointed to /sdk/check-ins/ instead of /sdk/telemetry/check-ins/.
