I am going to close this. It mainly only serves to ensure we keep up to date with new lints as new Rust toolchains are released, but given that the CLI is now in maintenance mode, I think it may be better just to pin a toolchain version that works and use that. |

Removes the scheduled Rust Toolchain Update Bot workflow, which opens a PR every week to bump the pinned toolchain in `rust-toolchain.toml`. sentry-cli is no longer under active development, so keeping up with each new Rust release isn't worth the churn. Recent bot PRs (#3415, #3417, #3423) were all closed without merging. The toolchain stays pinned at its current version and can still be bumped by hand when needed.
