Improve Pelias provider

• Create PeliasAddress model to be able to extract following fields:
  • id
  • layer
  • source
  • name
  • confidence (see documentation)
  • accuracy (see documentation)
• Send locale to Pelias via Accept-Language header
• Add layers filter (see documentation)
• Add boundary.country filter (see documentation)
• Improve extraction of admin levels

Note

GeocodeEarth and OpenRouteService providers are extending the Pelias provider. I've updated the tests accordingly.

Warning

Note for myself: local test for providers GeocodeEarth and OpenRouteService are failing because they're still referring to the previous version of geocoder-php/pelias-provider.
