Outfitter (without infusions)

Adds the ability for pawns to consider stats on gear when selecting gear to equip.

• stat offsets and comfortable temperatures
• sensible defaults
• everything is configurable
• no naked pawns

This version does not use or require Infusions. It does require CCL v0.12.5 (currently in pre-release) and EdB Interface.
