Remove deprecated RC ConfigSettings field

Remove the deprecated ConfigSettings.MinimumFetchInternalInMilliseconds in prep for the next major release, as it has been deprecated for more than a year now. Use ConfigSettings.MinimumFetchIntervalInMilliseconds instead (the difference is Internal vs Interval).
