Code Review
This pull request refactors the billing check for Firebase Data Connect to better support free trial instances. The changes move the billing verification from the general prepare step to more specific contexts: when creating a Cloud SQL instance directly and during the interactive firebase init dataconnect flow. This allows users to provision free trial instances without a billing account, while still enforcing billing for paid instances. The tests have been updated to reflect these changes. My feedback includes a minor cleanup suggestion.
