aalc: add few functions and update to newest version

Summary:

• avoid rackmond R/W timeout when reset pumps
• fix pump reset function
• fix leak LED recovery behavior
• P0/P1 failure will be not recovered when the corresponding status returns to normal.
• Modbus writing command 0x9410 with value 9 supports enable pump/hex fan if P0/P1 failure is solved
• fixed the polling error for TTV leak sensors
• for the buses of pumps and fans, change the value of i2c clock-frequency to 100K and adjust hold time
• avoid asserting RPU ready signals if recover leak cases when pumps stop
• P0/P1 failure will be recovered when the corresponding status returns to normal.
• P0/P1 failure event will be logged when corresponding status becomes abnormal from normal.
• increase retry times on the pressure sensor threshold detection.
• upgrade Zypher kernel version to 2.6.0
• add switch pump process when switch the redundant pump
• switch the redundant pump when abnormal pump occurs
• 30 days to switch the redundant pump.
• modify the threshold condition of pressure sensor (val > 300kPa & flow rate < 10LPM)
• update fw update tool to support the case that connects to not only 1 AALC
