We tried to do this, but some of our dependencies are not available on oracle linux 10. Need to track this for a future fix, requires investigation.

Closing this PR. OracleLinux 9 -> 10 is a major OS version change that needs deliberate testing:

1. The LABEL security.oracle-linux="9-slim" metadata is not updated in the diff, leaving stale labels
2. Both Oracle Dockerfiles build Redis from source and compile Go with CGO — sensitive to system library changes
3. OL 10 is very new; prudent to let it stabilize before adopting in container images
4. Need to verify Oracle ADB client compatibility on OL 10

Tracking this as a separate issue for planned evaluation.
