This PR is a clean version of #271. It addresses:

• Update DESCRIPTION file for CRAN #250
• Update LICENSE #254
• Remove PULL_REQUEST_TEMPLATE #258
• Update the package based on the Epiverse template (GitHub Actions) #259
• Update the contributors in the DESCRIPTION file #260
• Minimum supported version of R needs to be updated #276
