What & why
PR updates currently run the full verification suite even when a change only affects one package. This PR selects affected jobs on PRs, while running the complete suite for merge queue candidates and pushes to
main. A stable completion check reports failure when any selected verification job fails.Technical plan
Classify PR changes by package and downstream dependencies, with unfamiliar paths selecting the full suite. Pass the selection to the existing reusable build and test workflows, and run formatting for merge groups as well. Keep the topological build and static analysis for code changes.

After this workflow is merged, a repository administrator must enable the merge queue for
