[8.19] (backport #11108) ci(debian/rhel): support oldest and newest

What does this PR do?

• Run ITs for RHEL and Debian using the latest and oldest versions we support - see support matrix.
• Use Buildkite matrix syntax

Why is it important?

• DRY
• As agreed with our teams, increasing the test coverage for other OS versions.
