Fix UA product specification files:

  • aoi_codes in UA status layers (2018-revised, 2021 and 2024) and change layers (2018-2021 and 2021-2024)
  • replace GUA code 14100 with 14110 and 14120 in status layers (2021 and 2024) and change layers (2018-2021 and 2021-2024)
